Question from audience: You mentioned a little bit ago, ‘Why did it take a bunch of Arabs to do what you all should have done a long time ago,’ that’s my question.
And as a white man standing here in your midst from a fairly liberal/conservative/middle of the road background—and I tell people I’m so far left I’m coming up on the rigt—and I’d like you to respond to, why shouldn’t we do something and how could we move so they don’t see us coming?
Churchill: I’m gonna repeat that, tell me if I got that right: Why shouldn’t we do something and how do you you move so they don’t see you coming.
As to the first part, not a reason in the world that I could see. I can’t find a single reason that you shouldn’t in a principled way—there may be some practical considerations, such as do you know how (laughter from audience)—you know, often these things are processes. It’s not just an impulse. And certainly it’s not just an event. And the simple answer, although it probably should be more complicated, but I’m not being flip and giving the simple answer, is: You carry the weapon. That’s how they don’t see it coming.
You’re the one…They talk about ‘color blind or blind to your color.’ You said it yourself.
You don’t send the Black Liberation Army into Wall Street to conduct an action.
You don’t send the American Indian Movement into downtown Seattle to conduct an action. Who do you send? You. Your beard shaved, your hair cut close, and wearing a banker’s suit.
There’s probably a whole lot more to it, you know that. But there’s where you start.

If you are Arab, for example, you are automatically profiled as a potential terrorist. Period. And you can be asked to leave a plane because some Nordic-looking woman two rows down tells the stewardess she’s not comfortable with you being there—her presence makes her uncomfortable—why? Because it was Arabs who flew planes into the Pentagon and the World Trade Center. See. And that fact—she’s on an airplane and there’s an Arab and somehow psychologically it makes her uncomfortable so it’s very understandable that she not be asked to leave since she’s made it clear that she’s not going to be a very big risk to the flight, but rather the individuals sitting there doing nothing have to leave.
And why by the way did it take Arabs to do what people here should have done a long time ago?

Welcome to the club along with 565,000 Iraqi children who were systemically starved and denied medical attention to death in less than 10 years while Madeline Albright goes on television on 60 Minutes no less, receives the number, and says yes, ‘I’ve heard it, we’ve decided it’s worth the cost.’
Welcome to the club with the rest of the world. A little bit. I don’t care if it plays into the hands of what they had in mind for you unless you’re doing something tangible to make it stop, what’s already being done to those people on the receiving end.
Why should you be exempt and immune?
So instead of ‘Oh [expletive],’ right on. Right on.
And I’m trying to elicit some response. I want someone to take this up, because I know you all aren’t agreeing with me on this.

Churchill on getting revenge for speeding tickets: …And I’m not really comfortable with, since I’m presenting no public hazard ever when I’m ticketed, can attest to that, we can take that further at some point tonight if you’d like to, if you’d like to challenge it, but I’m presenting no public hazard, I’m simply being asked to ante up to pay for my own repression.
Not being comfortable with that, I have a rule of thumb: I smile very politely to the cop, take the ticket, look to see how much the fine is going to be, and before I leave that state, I make sure I cause at least that much property damage in state material before I go, so it’s a wash, boys and girls (laughter and applause). THE MUSLIM BROTHERHOOD'S CONNECTION TO BUSH ASSASSINATION PLOT
Rusty Shackleford over at the Jawa Report (thanks to Nicolei) has some very interesting additional information about the Bush assassination plot: "Did Omar and Faten Ali and know of their sons jihadism?"
The jihadi connection only gets deeper. From this NY Times article (ht: Katherine) we learn that Ahmed Omar Abu Ali, the man indicted on charges of working with al Qaeda to plot the assassination of the President of the US, taught Islamic studies to children at the Dar Al Hijrah Islamic Center while still in high school. According to the Washington Post, the Center has been a gathering place for Islamist and jihadi activity in the US.
Two of the Sept. 11, 2001, hijackers worshiped at the mosque and several of the group's founders were active in the Egyptian Muslim Brotherhood. It is no surprise that the Muslim American Society pushed for Ahmed Abu Ali's release and its members showed up in force to laugh at the judge during Ali's indictment. The Muslim American Society is also associated withe the Muslim Brotherhood.
The Muslim Brotherhood is the original al Qaeda. Al-Ikhwan, as it is known in Arabic was started in 1928 as an Islamist organization with the goal of seeting up the world-wide Islamic state. The radical goals of the Muslim Brotherhood and the political teachings of its founder were the inspiration behind Ossama bin Laden's al Qaeda organization.
Are we to believe that Mr. Omar Abu Ali was not aware of the Salafiyya dogma being taught at the Mosque he attended? A dogma which calls for the introduction of sharia law into the Muslim world? A dogma which calls for violent jihad against regimes in the Middle East?

PAKISTAN ARMY WILL FIRE AT AMERICANS
According to the Daily Times, Pakistan’s Army has now been ordered to fire on US troops who cross the border from Afghanistan: Pakistan Army told to fire at intruding Americans. (Hat tip: Baldy.)
Washington: Pakistan has issued new rules of engagement permitting its Army to fire at US forces that cross the border from Afghanistan without coordinating first, according to a report contributed to the magazine ‘American Conservative’ by a former CIA officer.
Philip Giraldi, now an international security consultant and writer of intelligence matters, writes in the February 28 issue of the magazine’s ‘Deep Background’ column that "President Musharraf has been receiving angry reports from his military that US forces have been engaging in hot pursuit across the border in violation of bilateral agreements. THE CABINET OF DR. MAZEN
Reuters Palestinian propagandist Mohammed Daraghmeh lavishes praise on the new Palestinian Authority cabinet: Palestinians Pick “Highly Educated” Cabinet.
RAMALLAH, West Bank - Nearly half of the 24 ministers joining a new Palestinian Cabinet on Thursday hold doctorates — many earned at topflight universities in the United States or elsewhere in the West.
The new lineup of doctors, lawyers, engineers and economists embrace a one-word credo — reform — in sharp contrast to the outgoing body of Yasser Arafat cronies.
After swearing-in his new ministers late Thursday, Palestinian leader Mahmoud Abbas told reporters, “They are young and professional ... We have chosen them very carefully.”
The cabinet includes such paragons of education and reason as Nasser Al-Kidwa, responsible for many deranged rants against Israel in his post as Palestinian representative to the United Nations. Al-Reuters refers to an “outgoing body of Yasser Arafat cronies” but doesn’t think it’s important to let you know that Al-Kidwa is the nephew of Yasser Arafat; he was last seen at LGF spewing conspiracy theories: PLO Head: Israel and US Killed Arafat.
ANATOMY OF A FRENCH MEDIA SCANDAL
Camera.org has an excellent breakdown of the Mohammed Al Dura affair, including translations from French of some sources previously not available in English: Anatomy of a French Media Scandal.
The image of Mohammed Al Dura, a 12-year-old Palestinian boy crouched in terror behind his father as he allegedly becomes the fatal victim of Israeli bullets, has become an icon of Palestinian “martyrdom,” especially in the Arab world. It has been repeatedly broadcast on television, appeared in Palestinian posters, advertisements and on Arab country postage stamps, fueling Palestinian hatred of and violence against Israel.
The video clip of an apparent crossfire between Israelis and Palestinians originated with the French public television station, France 2, filmed by the network’s Palestinian cameraman with voice-over by its Jerusalem bureau chief who attributed the mortal shots to Israel. Over the four and a half years since the incident, however, questions have been raised about the accuracy of the attribution and even about the authenticity of the scene. Those who accuse the television station and journalists of manipulating the facts have been met with cover-up, obfuscation, and threats of lawsuit. As the scandal simmers in the French media, CAMERA sorts out the claims and counter-claims.
Recently when I was on France 2 TV, I asked the interviewer about the Mohammed Al Dura controversy, and was told (to paraphrase), “Nothing to see here! It’s all over! No controversy at all! Move along!”
It’s clear from the Camera report that this little fracas ain’t over yet, mes amis.
SHEIKH AL-QARADAWI: "GRANT ME MARTYRDOM"
The Doha Youth Center in Qatar held a conference on February 17, 2005, to show their solidarity with Sheikh Yousef Al-Qaradawi, the Islamist maniac who has tricked many Westerners into describing him as a “moderate” despite his record of support for wife-beating, suicide bombing, and other peaceful pursuits.
One of the most prominent Al-Qaradawi supporters is the Mayor of London, Red Ken Livingstone, and although he couldn’t appear in person due to prior engagements, he did find time to make a film:
During the solidarity conference, a film about Sheikh Yousef Al-Qaradhawi was aired, in which London Mayor Ken Livingstone appeared. According to a report on Al-Jazeera TV’s Internet site, Livingstone said: “We were surprised by the onslaught of unbridled distortion of facts in the papers, which described this man as a wild animal and presented him as the jurisprudent of Satan ... We were therefore of the opinion that it is important to conduct a comprehensive inquiry, in which we will consult with the world’s ‘ulema and study Dr. Al-Qaradhawi’s 140 books.
“The results of the report were astounding. It transpired that most of the fabrications that distorted Dr. Al-Qaradhawi’s words come from the institute called ‘The Middle East Media Research Institute,’ which purports to be an objective institute interpreting the words of the Muslim ‘ulema from around the world. However, we have discovered that an ex-officer in the Israeli intelligence, the Mossad, is running this institute and that the institute systematically distorts not only Al-Qaradhawi’s words, but the words of many [other] Muslim ‘ulema as well. In most cases, this distortion is comprehensive, and therefore we printed this document.”
According to the Qatar daily Al-Sharq, Livingstone noted that after special committees had studied Al-Qaradhawi’s ideology by reviewing over 140 books, as well as sermons and lectures by Al-Qaradhawi, it was found that “Sheikh Al-Qaradhawi’s ideology is utterly remote from extremism.”
Sheikh Al-Qaradhawi himself spoke at the solidarity conference, and I think we can all agree that he put to rest any doubts about his “extremism.”
“When I was only nine, the people of my village gave me the title ‘sheikh [who teaches] the Koran and religious science.’ I have devoted myself to religious propagation [da’wa] for the sake of Allah, and I have not relinquished the mission that Allah entrusted to me. I see myself as appointed by Allah. I will never withdraw from this mission. I hope my life will end with a virtuous death, like [the death] sought by warriors fighting Jihad for the sake of Allah. I do not defend falsehood or the tyrants ... but I defend and am beneficial to the affairs of my nation. I will not relinquish my mission whatever accusations are leveled at me regarding terrorism or other matters.”
The London Arabic-language daily Al-Hayat reported that Al-Qaradhawi said: “I am not afraid of the Mossad or the Americans.” He also said: “The Mossad has threatened to eliminate me, and I hope that Allah will grant me martyrdom [shahada] for His sake and that my life will end by my dying at the hands of the enemies of Islam.” According to the daily, Al-Qaradhawi hoped to die “a virtuous death” and that this meant “that the head would be severed from the body.”
This Persian Gulf “youth center” has also hosted other Arab celebrities:
In their speeches, some of the conference’s participants recalled the fact that the center had previously held a conference in solidarity with Holocaust denier Roger Garaudy. One of the participants, Muhammad Al-Musfir, a political science lecturer at Qatar University, said: “I thank Qatar’s political leadership for [the way] it has treated thinking and sensible men, despite the great onslaught against it. I also thank the youth center in Doha, which respects freethinkers and supports them. Yesterday it was Garaudy, and today it is Al-Qaradhawi, with whom we totally identify.”
Dr. Hayat Al-Hweiek ‘Atiya, who is close to Garaudy and who translated one of his books denying the Holocaust, also participated in the conference. ‘Atiya, the only Christian participant, said: “Muslim civilization is being targeted. As a Christian, I think we are gathering today [to honor] the supreme value that this man represents.” Thursday, February 24, 2005

At Fort Bragg, military officers are now working with local law enforcement in an attempt to get violent gang members out of the military."

"Irate high school students marched through Baquba, northeast of Baghdad, denouncing outgoing Prime Minister Iyad Allawi's decision to extend the weekend from the traditional Islamic holy day of Friday to include Saturday. 'We don't want Saturday as it is a Jewish holiday,' the crowd chanted."
That might be a brilliant idea for improving productivity in the Old Europe and to make the French finally say goodbye to the economically-insane 36-hour working week: just tell them that Saturday is an Israeli holiday.

ANNAN TO ASSAD: GET OUT
UN Secretary-General Kofi Annan issued a remarkably stern and uncompromising message to Syrian dictator Bashar Assad tonight, joining the White House in calling for a complete withdrawal of Syrian troops and intelligence agents from Lebanon. Dismissing Syrian murmurings of returning to the long-dead, phased-withdrawal Taif Accord, Annan demanded that Syria completely retreat by April:
Kofi Annan, the United Nations secretary-general, added his voice yesterday to American calls for Syria to pull out of Lebanon.
He warned the Syrians in an Arabic television interview that they would face "measures" - presumably some form of sanctions - if they did not pull their army out of Lebanon completely by April.
With pressure growing every day, Waleed al-Mualem, the Syrian deputy foreign minister, committed his country to further withdrawals, but failed to make a clear commitment to complete evacuation.
The new demand by Annan, who almost never operates independent of a consensus, comes as a shock to me and I suspect also to Bashar Assad. The UN hardly stands as a bastion of radical change, but the undeniable momentum of popular revolt in Beirut has grown too large to be ignored any longer. The American alliance with France on the Lebanese question must have emboldened the oft-shy Annan into attempting to get in front of history for the first time in his career.
And that is Assad's problem in a nutshell. While the entire world has decried the American occupation of Iraq, we have shown our clear intention on getting the Iraqi people back on their own feet, and quickly. The Syrians have occupied Lebanon under similar rationales but have obviously meant none of it. They blew off the Taif agreement in favor of a long occupation in order to support their proxy terror network, Hezbollah, in continuing operations against their primary enemy Israel.
When you're a dictator, especially one with a seat on the Secuity Council, having Annan square off against you is almost exactly analogous to Barry Goldwater telling Richard Nixon that no one's buying the burglar story. Assad would do well to listen and retire quietly, and quickly, before the next shoe drops. Thursday, February 24, 2005

READ THE U.N.'S LIPS: NO NEW SEX SCANDAL

The United Nations responds today to my column last week on the Congo peacekeeper/sex predator crisis. From Jane Holl Lute, Asst. Secretary-General for Peacekeeping Operations, in the N.Y. Post letters page:
February 24, 2005 -- Michelle Malkin's column ("U.N.'s Rape of the Innocents," Opinion, Feb. 16) neglects to mention the measures the United Nations is taking to confront the deeply disturbing issue of sexual exploitation and abuse by U.N. peacekeepers.
Our policy is clear: zero tolerance. (MM: Uh-huh.)
All forms of sexual exploitation and abuse are prohibited. To enforce this, our policies are being re-examined, and we are focusing on broad and tangible reforms in enforcement, training, staff welfare and victim assistance and support.
The United Nations will hold accountable those throughout the chain of command who fail to act decisively in enforcing the "zero tolerance" standard. The secretary-general has asked the Security Council for 100 additional military police and more investigative resources to conduct self-monitoring and enforcement programs in the Congo.
In the Congo, we are working with the governments of our troop-contributing countries, ultimately responsible for disciplining their military and civilian police personnel, to ensure effective follow up in all disciplinary cases.
Sexual exploitation and abuse by U.N. personnel is an ugly stain on U.N. peacekeeping's distinguished record of collective achievement and individual sacrifice.
It violates our fundamental "duty of care" and casts a shadow over the significant contributions the U.N. has made in helping the Congolese people recover from years of devastating conflict.
You can say that again.

TEXAS: THREE ADMIT TRYING TO SELL IMMIGRATION DOCUMENTS TO IRANIANS
Three capitalists sell the rope by which they will be hanged. "Three admit trying to sell documents to Iranians," from the Brownsville Herald, with thanks to Kemaste:
February 24, 2005 — Three members of an alleged ring accused of attempting to sell fake immigration documents to Iranian nationals pleaded guilty in federal court to various counts of fraud and identity theft.
Port Isabel residents Roberto Aburto, his wife Azalia Gaona, Miriam Palestina and Rutilio Marquez are accused taking $1,050 to make fake Social Security cards and green cards in August for three Iranian men.
Aburto, 31, Gaona, 27, and Palestina, 26, were arrested during two Sept. 9 raids in Port Isabel, but Marquez remains at large and is presumed to have fled to Mexico.
According to federal court records, the ring’s activities had been monitored by the U.S. Immigration & Customs Enforcement and the Social Security Administration as part of an ongoing investigation.
Between Aug. 2 and Sept. 9, the group allegedly agreed to make nine sets of fake Social Security cards and green cards for undercover agents for $2,770. Thursday, February 24, 2005

A POSTMODERN WINSTON CHURCHILL
Judd Magilnick reviews London's new Churchill Museum for the Spectator Online: "Deconstructing Winston." It appears that those of us who want to learn about Churchill as well as from Churchill will have to stick with the books by his best biographers, Martin Gilbert and William Manchester, and those by Churchill himself. After making his own critical contribution to the survival of Western civilization, Churchill was awarded the Nobel Prize for Literature in 1953. In his speech accepting the award, Churchill observed:
Since Alfred Nobel died in 1896 we have entered an age of storm and tragedy. The power of man has grown in every sphere except over himself. Never in the field of action have events seemed so harshly to dwarf personalities. Rarely in history have brutal facts so dominated thought or has such a widespread, individual virtue found so dim a collective focus. The fearful question confronts us; have our problems got beyond our control? Undoubtedly we are passing through a phase where this may be so. Well may we humble ourselves, and seek for guidance and mercy.
Later this year James Muller's definitive new edition of Churchill's The River War: An Historical Account of the Reconquest of the Soudan will be published. Such passages as this one will be restored to their proper place in the text:
How dreadful are the curses which Mohammedanism lays on its votaries! Besides the fanatical frenzy, which is as dangerous in a man as hydrophobia in a dog, there is this fearful fatalistic apathy. Improvident habits, slovenly systems of agriculture, sluggish methods of commerce, and insecurity of property exist wherever the followers of the Prophet rule or live. A degraded sensualism deprives this life of its grace and refinement; the next of its dignity and sanctity. Individual Moslems may show splendid qualities. Thousands become the brave and loyal soldiers of the Queen: all know how to die. Far from being moribund, Mohammedanism is a militant and proselytising faith. It has already spread throughout Central Africa, raising fearless warriors at every step; and were it not that Christianity is sheltered in the strong arms of science - the science against which it had vainly struggled - the civilisation of modern Europe might fall, as fell the civilisation of ancient Rome.

HARD BIGOTRY AND LOW EXPECTATIONS
Last week, I reported briefly on a reception for author Bat Ye'or hosted by columnist Diana West in honor of the publication of Eurabia: The Euro-Arab Axis. In this work, Ye'or argues that Europe is transforming itself, through its foreign, economic, cultural and immigration policies, into a new Islamicized geo-political entity. Here is Diana's column that appeared the following day in the Washington Times.
Diana contrasts the clear-eyed, well-researched analysis of Ye'or to the muddled, politically correct utterances of Craig Smith of the New York Times. Smith views the fear of ordinary Europeans about the Islamization of the continent as a purely right-wing and essentially irrational phenomenon. Never mind that, in parts of Paris, Jewish children cannot attend school without justifiable fear of being beaten, and Jewish adults (such as my wife's cousin) cannot take public transportation without justifiable fear of being verbally and physically abused. Such is the bigotry and, indeed, raw hatred towards Jews exhibited by large segments of the Arab immigrant youth.
Where, then, is the irrationality Smith perceives in the children and grand-children of Holocaust victims supporting anti-immigrationists in Belgium? Such support strikes me as the clear corollary of "never again." But why would we expect the Timesman to understand this? Thursday, February 24, 2005

SHORT OF WAR
The peculiar problem facing US counterterrorism efforts in Southeast Asia, according to the Congressional Research Service paper Terrorism in Southeast Asia is that it cannot do so directly without offending regional political sensitivities. Thus the US has been forced to work through host governments even when the hosts are corrupt and inefficient. In the Philippines, for example, a constitutional provision prohibiting the presence of foreign combat troops has severely limited US ability to provide support for the Philippine military.
In consideration of the Filipino Constitution’s ban on foreign combat troops operating inside the country, Washington and Manila negotiated special rules of engagement ... U.S. Special Forces personnel took direction from Filipino commanders and could use force only to defend themselves.
The main focus of counterterrorism efforts has been the Abu Sayyaf terrorist group. But not only were US efforts to attack them directly hamstrung by the constitutional provision, but their key military allies were declared 'off limits' by Manila for political reasons. Two of the older-line Muslim insurgents groups, the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF), had long been the object of 'peace-making' efforts by left leaning groups in the Philippines. These groups have since loosely cooperated with the Abu Sayyaf and have provided them with sanctuary by merely rebranding them as their own personnel, placing them under the protection of the 'peace agreements'.
The U.S. focus on Abu Sayyaf is complicated by the broader Muslim issue in the southern Philippines, including the existence of two much larger groups, the Moro National Liberation Front (MNLF) and the Moro Islamic Liberation Front (MILF). Both groups have been in insurrection against the Philippine government for much of the last 30 years. The MILF, with an estimated armed strength of 10,000, has emerged as the larger of the two groups. Its main political objective has been separation and independence for the Muslim region of the southern Philippines. Evidence, including the testimonies of captured Jemaah Islamiyah leaders, has pointed to strong links between the MILF and JI, including the continued training of JI terrorists in MILF camps.... The MILF has had tenuous cease-fire agreements with the Philippine government. ... However, there continues to be evidence that the MILF provides training facilities to JI.
Nevertheless, US trainers managed to produce a force of 16 light infantry companies which could be deployed in an offensive capacity against the terrorists. It is worth noting that although the Philippine Army has nearly as many divisions as the US Army only the merest fraction of Manila's forces are available for offensive, the great bulk being passively scattered in garrisons and camps throughout the archipelago. In an earlier post, I had informally estimated that the Philippine Armed Forces could field approximately one brigade for two months without running out of ammunition, money and steam. Philippine government 'all out-war' campaigns have historically been limited to these parameters. In a sense, Manila must negotiate with the Muslim rebels because it has not had a military victory option available for the last forty years. While the Muslim insurgency was limited in scope that fact did not matter. Now that the insurgents have been souped up by Al Qaeda they may now pose an existential threat to Manila. The availability of 16 additional companies and US logistical, intelligence and fire support would have been transformative. But the capability can't be used, again due to leftist-inspired constitutional provisions.
The United States and the Philippines have attempted to negotiate a second phase of U.S. training and support of the AFP since late 2002. The negotiations have experienced difficulties in determining the “rules of engagement” for U.S. personnel and the terminology to be used in describing Philippine-U.S. cooperation. The basic issue has been whether any facets of the U.S. role could be considered a combat role. The two sides initially announced that U.S. training of AFP light reaction companies would take place in northern Luzon and again on Mindanao. The objective was to train 16 light infantry companies by the end of 2003 for use against both Muslim insurgents and the NPA. ...
In February 2003, Pentagon officials described a plan under which the United States would commit 350 Special Operations Forces to Jolo to operate with Filipino Army and Marine units down to the platoon level of 20-30 troops. Another 400 support troops would be at Zamboanga on the Mindanao mainland. Positioned offshore of Jolo would be a navy task force of 1,000 U.S. Marines and 1,300 Navy personnel equipped with Cobra attack helicopters and Harrier jets. ...
This and subsequent statements indicated that the Special Operations Forces on Jolo would participate in AFP offensive operations against Abu Sayyaf and that the Special Operations Forces would not be limited to using their weapons for selfdefense. The U.S. Marines were described as a “quick reaction” force, undoubtedly meaning that they could be sent on to Jolo to reinforce AFP units. The Cobra helicopters and Harrier jets would give AFP commanders the option of requesting U.S. air strikes in support of AFP operations or transporting Filipino troops on U.S. helicopters. ...
President Arroyo and AFP commanders reportedly had agreed to the plan for a second phase of U.S.-Philippine joint military activity in a meeting on February 4, 2003. The announcement of the plan caused immediate controversy in the Philippines. Filipino politicians and media organs criticized the plan as violating the constitutional prohibition of foreign troops engaging in combat on Philippine soil. Filipino Muslim leaders warned of a Muslim backlash on Mindanao.
American support would provide what would be a two-brigade Philippine force with exactly the complementary capabilities they would need: mobility, communications, combat logistics and fire support. They could actually pursue the enemy with greater agressiveness and confidence, in the assurance that US firepower could extract them from any tactically disadvantageous position. But military strategy must in this case, be subordinate to political feasibility. Recent attacks by the Abu Sayyaf on the Philippine capital itself may eventually start to turn the political tide as it becomes evident that the Philippines is already flooded with foreign combat troops -- supplied by the JI and Al Qaeda -- and that American support is actually required to repel an invasion. DISTANT NORTHERN NEIGHBORS
As President Bush tours Europe to mend the stressed relationships with European leaders, our northern neighbor has chosen to opt out of participation in the Nuclear Missile Defense (NMD) program, which is designed to protect North America and eventually other allies of the United States. Canada will continue to cooperate with tracking aerospace threats via the North American Aerospace Defense Command (NORAD), but will not take part in program development or deployment. The main reasons cited for not participating in NMD are “dislike of President Bush's policies” and concerns about the effectiveness of the system (DefenseTech is highly critical of the prospects for NMD).
The Brookings Institution has a good Questions and Answers piece on NMD, weighing the pros and cons of NMD, and includes discussions on the viability of the technology, concerns about NMD increasing the proliferation of long range nuclear weapons and the difference between national and theater missile defense technologies. The Bush administration views Theater Missile Defense (TMD) as part of the overall nuclear shield. TMD consists of short and medium range mobile missile systems designed to protect US troops in theater as well as regional allies (protecting South Korea from short range North Korean theater missiles is an example of a mission of TMD). TMD weapons systems include the Navy’s AEGIS/Standard Missile air defense system (testing is being conducted today), the Army’s Medium Extended Air Defense System (MEADS), Theater High Altitude Area Defense [THAAD], and the Patriot PAC-2 and PAC-3. Incidentally, the United States has agreed to sell India the Patriot PAC-2 air defense system, which would render Pakistan’s nuclear threat obsolete. Pakistan is fearful and warns against the sale.
Canada’s decision to refrain from participating in the Nuclear Missile Defense program will not cripple the program; however it does limit future options for taking advantage of Canada’s unique geographic location, according to Dr. George Lindsey, a Senior Research Fellow at the Canadian Institute for Strategic Studies:
“If the US eventually does decide to deploy some form of NMD, whether with or without the support of its allies, and whether with or without an amended ABM treaty, there is no doubt that it could do so without any cooperation from Canada. But, depending on the nature of the system that they choose, Canadian geography, and the active participation of the Canadian armed forces, Canadian research agencies and Canadian industry could be of significant value.”
The decision to opt out of NMD is a reflection of Canada’s leftist internal politics. Canada has been distancing itself from the United States in matters of international politics and national defense, to the detriment of the United States’ security. China already possesses nuclear weapons capable of striking the United States, and the current slide of Russia, which also possesses the capability to strike the US, back to totalitarianism and opposition to the West should concern Canada. Future threats of nuclear proliferation and long range capabilities are real, not imagined. North Korea is working to develop nuclear weapons and missiles capable of striking the continental United States. Iran is on target as well.
On thing is clear: Canada will reap the benefits of a missile defense system whether or not she helps pay for it and allows deployment on her soil. There is no doubt the US would attempt to intercept a missile launched at our northern neighbor. This has been the American way for the past century, as our continued defense of Europe, Japan, South Korea and other nations demonstrates.
Perhaps Canada believes it can distance herself from the United States’ foreign policy, attempts to defend from nuclear threats, and the Global War on Terror. This is a naive position to take, as the radical Islamists do not differentiate between good and bad Western cultures. All are infidel to them, and Canada faces a real threat from Islamic extremists. Canada’s lax immigration and border security, flirtations with implementing Sharia law and rejection of Nuclear Missile Defense are not encouraging signs for those depending on Canada to help defend the North American continent from current and future global threats.
Update: In the official declaration of the rejection of NMD, Canadian Prime Minister Paul Martin states “Canada recognizes the enormous burden that the United States shoulders, when it comes to international peace and security. The substantial increases made yesterday to our defense budget are a tangible indication that Canada intends to carry its full share of that responsibility.”
The "substantial increases"? A $10.8 billion dollar increase in defense spending over the next five years. The Nuclear Missile Defense program will cost the United States over $50 billion itself during the next five years. All just part of a half-trillion dollar defense budget. Sure, Canada recognizes America's burden in the realm of internation security. The Canadians just don't want to do much to ease that burden.
The US Ambassador to Canada reinforces the fact that the United States would shoot down any missile aimed at Canada (article via NPI):
But U.S. Ambassador Paul Cellucci told reporters Wednesday that he was perplexed over Canada's apparent decision to allow Washington to make the decision if a missile was headed toward its territory.
"Why would you want to give up sovereignty?" he said. "We don't get it. We think Canada would want to be in the room deciding what to do about an incoming missile that might be heading toward Canada."
The answer is simple, Ambassador Cellucci. The Canadian Left, which dominates the government, realizes the United States is no threat to their sovereignty and would not allow a nuclear missile to strike Canada if it can be prevented. They can get the United States, whom they despise, to defend Canada from nuclear threats at no cost. Why would they pass up the offer? Thursday, February 24, 2005
